Joy Ride Issue

My neighbor goal is to joy ride on an inflatable in the pool. I have a neighbor with an inflatable to do it, but when I try to get my sim to do it, they get in the pool, but then the action is cancelled. They don't have the footprint thought bubble saying they can't get to it, so I don't understand what the issue is.

Is the pool dirty? Sometimes they don't want to do something if the pool is too dirty. Try cleaning the pool first (3 minutes or so) and then see if they will ride on the toy.
