I have no technical knowledge but this is how it worked for me...
On my main game, I started with google play games first which didn't work--then I read the instructions here and added a Google + and then I could visit neighbours. It still doesn't show up on games properly but it works.
Then I added a second account for my test game starting with Google+ before Google play games and it wouldn't work. I deleted the Google+ account--leaving the games ID--and then recreated the Google + account. Then it worked.
Maybe I just got lucky?

I have a problem.. I can connect with facebook but I cant connect with google play.. Everytime I try to connect, it said "There was a problem logging in.". Anyone know what the problem is?
P.s. Sorry for my English, its not so good.

I know that if I logout of one account, I have to reboot my tablet or it won't login to the second account.

When I go to "Connected Apps & Sites" > "Manage Apps," The Sims Freeplay has access to Google+, but only to "Know your age range and language." There is nothing else, therefore I can't "Edit List."
I have followed the directions listed here, but I am still unable to add friends in my circles.
I've looked through the Google + and the Google Play Games app trying to figure out why I can't get this to work.
I've even saved my data to the cloud, uninstalled the app, then reinstalled.
No such luck
Help?

Update: It is NO longer possible to add neighbours on Google+!
